After decades of uneasy peace, the fragile balance between Rome and the Parthian Empire began to collapse once again in the mid-first century AD.
During the reigns of Caligula and Claudius, Rome’s attention was largely focused on the conquest of Britain, while the eastern provinces remained relatively quiet—except for the ongoing struggle over the Armenian throne.
Meanwhile, the Parthian Empire was entering a period of deep instability. Kings were deposed and restored in rapid succession, civil wars broke out between rival claimants such as Gotarzes II, Vardanes I, and Vonones II, and noble factions repeatedly destabilized the central authority.
Amid this chaos, Vologases I emerged as a stabilizing force. He strengthened royal authority, revived Iranian traditions, promoted Zoroastrian culture, and restructured Parthian administration by placing trusted family members in key regions like Media Atropatene, Characene, and Armenia.
The turning point came with Armenia. After a series of political coups and Roman interference, Vologases seized the opportunity to intervene and installed his brother Tiridates as king of Armenia. This action directly challenged Roman influence and triggered a massive political and military response from Emperor Nero.
Rome responded by sending its most capable general, Gnaeus Domitius Corbulo, to the eastern frontier. What followed was an intense military buildup, the restructuring of Roman legions, and the preparation for full-scale war.
By 58 AD, diplomacy had failed completely. Both Rome and Parthia prepared for confrontation, marking the official beginning of a new war for control over Armenia and the eastern world.
