You're assuming pashinyan has been on a "quiet campaign" to free the hostages? He hasn't lifted a finger because it suits his interests. The freed hostages coming to Armenia would completely overshadow the egotistical and narcissistic nikol pashinyan. Their words would be listened to by all Armenians as opposed to how everyone just drowns out Nikola statements because we're numb to his incompetence and unpatriotism.
No organization is going to waist it resources to win something which the Armenian government will simply give away to our enemies. The answer is obvious. Armenia badly needs a change in government which will bring leaders that the diaspora can work with. After giving up Artsakh, any cooperation with this or another Armenian government that involves investments of time, money effort, will be a hard sell.

Pashinyan suffers from Stockholm Syndrome. It started with the 2020 mess, then became serious when Russia backstabbed Armenia, in 2022, and failed to help Armenia sustain its territorial integrity. For "Stockholm Syndrome" google key words "Patty Hurst" "SLA" and "bank robbery".

Your public officials at least have some degree of accountability to Armenian society, whereas those who have spoken—including the bare-knuckle guy—have no sense of responsibility whatsoever. That’s why your officials are very cautious about what they say or do, while these people can say and do whatever they want without fearing the consequences of their actions.
“Armenians need to own their futures…” How about owning the present? Why do we need to push everything towards the future?
