So Glad The Roman Soldiers have families.
Empires often feared soldiers with families more than enemies.
Loyalty divided is harder to control than loyalty denied.
They cut off St. Valentine's head because he performed marriages to Roman soldiers.

If active soldiers have families, then they would have a reason to fight with more ferocity against the enemies of Rome.
I think banning marriage makes sense but the term should be shorter, maybe instead of 25 years 10 years sounds more realistic, especially for someone to be unmarried
