Stephen of Blois vs Empress Matilda was more like stepbrother vs sister
Stephen may have had one of the better personalities of the Medieval Kings. On my own rankings he's not very high. Decent monarch in terms of military and admin ability, but he lacked power and wealth. He inherited a mess but he also helped create it. I gave him a C-. Henry III and Richard II had similar grades.

Henry I, was always “fond” of Stephen. He was always reluctant of Matilda.
Such a tragic time, the rightful queen against a good king, hard enough now looking at it with modern eyes, I can only imagine the dilemma at the time.
Stephen was in a large part the continuation of the civil war. Had he conceded like an honorable man and cousin would, the war could have been avoided. Despite his backers, he had the ultimate say.
I don't think Stephen can be excused as a symptom. He was one of the Barrons who swore to Henry I to uphold Matilda's claim. Thus, he is a cause.
It was Steven's fault for not having more of a backbone. Had he dealt with his rivals swiftly and kept an eye on Matilda's popularity, AKA protecting the male heir, then there wouldn't have been a civil war.
He should have stood up and declared that the reigning Monarch would choose who their successor would be. Those who don't tow the line will be made an example of.
Compared to the king John I recon Stephen was by far a better king
While an argument can be made that Henry I could have chosen one of his bastard sons to succeed him instead of choosing his daughter as his own father was a bastard and it certainly had been done before, Stephan is primarily responsible for "The Anarchy" because he decided to break his sworn oath to uphold his cousin's claim to the throne.

He basically touted Salic Law which the Normans didn't practice and he was a hypocrite because he was using his mother as his claim to the throne

Stephen, I believe, proved to be a weak King. His abdication stopped the anarchy because it ended his disputed claim. Both would and do make him responsible for the anarchy.
This was better than Stephen King and The Arachnid.
