Rubino seems to take an oddly simplistic approach to how Ukraine should just give in to
Russia's aggression, that is just allowing Putin to seize the Russian speaking parts of Ukraine. Ukraine knows it would just not stop Putin from wanting to acquire the entire country. If Putin is successful with Ukraine, he would inevitably try to invade the much smaller Baltic countries and other countries nearby such as Poland and Finland. He also seems to condemn NATO and other countries for their support to Ukraine-in other words he thinks Ukraine should have just laid over and not put up any resistance.
I think if the economy collapses, the government will issue the CBDCs in order to keep a remnant of an economy going. It might be that everyone is required to work their existing jobs, their employers sends the wages to the government, and a UBI amount is sent to the employee for a period of time. If you don't already have a job, you report to your local county administration building for a job assignment.

The economic numbers that are issued by the BLS are fake. By the time the government is forced to state we are in a recession we will be in a depression.
